There is no easy way to pin point the EXACT location of a cell phone, but they can get the general vicinity. Hence why 911 has an issue with tracking people by a cell the way you can from the home phone. A cell site has an average range of about 25 miles, so as the user above posted, if your conencted to multiple towers, or have multiple cells reporting your EID, they can triangulate your location within a few miles. but takes at least 4 towers to get a good location. If the phone has a GPS tracking built in, they can use the EID of the phone beyond that point.
